Recently, the Heze city government of Shandong Province publicized the telephone numbers of 67 government principals in the local newspaper and on a government Web site. It's the third time for Heze city to do this. Before that, it publicized the telephone numbers of government principals in 2008 and 2009.
In March 2008, in order to improve the government work efficiency, Heze city first publicized the telephone numbers of major officials from different government branches. A city document asked the government principals not to shutdown their cell phones before 11 p.m. They should "listen to the coming call by themselves," should not "transfer the call to their subordinate staff," should not "answer with perfunctory words or even refuse to listen the telephone call".
To ensure the enforcement of "principal telephone" mechanism, the city government in cooperation with local media did several investigations at random time. They will call the telephones of government principals from 8 p.m. to 10 p.m. Those who powered off their and did not listen will be publicized on the local newspaper. The related government branch will be asked to write an official report to explain.
According to incomplete statistics, government principals in Heze city received a total of 36,000 telephone calls last year, of which 80 percent are consultancy calls and the others are social problems reflected by the mass.
Publicizing the "Principal Telephone" is a measure facilitating people and benefiting people and is in accordance with the basic requirement of building up service-oriented government.
