华中师范大学中国农村问题研究中心举办国际学术研讨会启示  “村民自治与新农村建设暨纪念《中华人民共和国村民委员会组织法(试行)》颁布二十周年国际学术研讨会”启事
党的十六届五中全会指出,要按照“生产发展、生活宽裕、乡风文明、村容整洁、管理民主”的要求,以改善农村生产生活条件、提高农民素质、塑造农村新风尚、建设和谐农村为目标,扎实稳步地推进社会主义新农村的建设。这是在全面建设小康社会新时期,党中央根据我国城乡发展面临的新情况和新问题,为全面落实科学发展观、统筹城乡发展、解决“三农”问题做出的重大战略举措,对构建和谐社会,繁荣农村经济,增加农民收入,改善农村环境,缩小城乡差别,推动基层民主政治发展具有十分重大的意义。
建设社会主义新农村离不开村民自治的推进和完善。村民自治是有中国特色的基层民主制度,也是我国农村社会的重要治理方式。1982年宪法第111条首次明确了“农村村民委员会为群众自治组织”,由此形成了村民自治制度。1987年,全国人大常务委员会颁布了《中华人民共和国村民委员会组织法(试行)》,标志着以村民自治为主要内容的基层民主政治建设进入了蓬勃发展的时期。自《中华人民共和国村民委员会组织法(试行)》颁布实施以来,经过二十年的发展,中国农村村民自治的制度和运行机制基本建立,“自我管理、自我教育、自我服务、民主选举、民主决策、民主管理、民主监督”的理念深入人心。以农村村委会选举为主要内容的村民自治实践也取得了一定的成绩,成为中国基层民主政治建设的一道亮丽的风景线;村民自治也变为世人所关注的公共话题,并成为国内外众多研究者所关注的对象。随着中央“建设社会主义新农村”、“以工补农,以城带乡”等战略的实施,必将使村民自治的发展面临新的挑战和机遇。积极思考在新的历史条件下如何推动村民自治的发展,并使之促进社会主义新农村建设,是摆在我们面前的重要课题。
2007年,恰逢《中华人民共和国村民委员会组织法(试行)》颁布二十周年,为此,我们华中师范大学中国农村问题研究中心拟召开“村民自治与新农村建设暨纪念《中华人民共和国村民委员会组织法(试行)》颁布二十周年”国际学术研讨会。会议的主题是:全面回顾、认识和评价村民自治的成长与发展,探讨在构建和谐社会,建设社会主义新农村进程中村民自治的走向和定位。
研讨会主要议题:
(1) 社会主义新农村建设背景下的村民自治走向与定位;
(2) 村民自治在建设社会主义新农村中的地位与功能;
(3) 社会主义新农村建设与农村经济社会发展;
(4) 社会主义新农村建设与农村公共产品提供;
(5)《村民委员会组织法》的实施与完善;
(6)《村民委员会组织法》颁布的历史回顾与理论思考;
(7) 国外基层治理与村民自治比较研究;
(8) 完善党组织领导下充满活力的村民自治机制;
(9) 村委会选举的进程、问题与对策;
(10)完善民主决策、民主管理和民主监督制度。
此次会议将于2007年5月在湖北武汉举行,会议将邀请来自国内外的专家学者、实际工作者等与会,会议规模定在40人左右,会期2天。热忱欢迎国内外专家学者和实际工作者撰写论文并参加会议。
参会论文的具体题目请作者自定。会议论文应立足实际、观点明确、语言流畅、引注规范。特别欢迎基于田野考察、实证调查和量化分析的研究报告。论文字数一般不超过2万字。会后交视情况编辑出处论文集。

International Conference on
"Villager Self-Governance and the new village building: the celebration of the PRC Organic Law for Village Committees (trial) promulgated 20th anniversary "
The Conference
In order to celebrate the PRC Organic Law for Villager Committees (trial) promulgation 20th anniversary (2007), to enhance applied research in the field of new socialist rural construction, which has been promoted for second year, and villager self-governance in China and to promote exchange between international and Chinese experts in this field, the Research Center in China's Rural Studies in CCNU will hold an International Conference in May 2007.
 The Conference's main theme encompasses the " new socialist rural construction and Villager Self-Governance in China", and focuses on the following ten topics:
 1. Villager Self-Governance’s heading and positioning on the background of the New Socialist Rural Area Construction
2. Villager Self-Governance’s status and functions in the possess of the New Socialist Rural Area Construction
3. The New Socialist Rural Area Construction and Rural Economic Development
4. The New Socialist Rural Area Construction and the Supplements of Rural Public Goods
5. The Implementation and Improvement of the "Organic Law on Villager Committees"
6. The Historical Review and Theoretical Thinking about the "Organic Law on Villager Committees" Promulgation;
7. The Comparative Study of the Villagers Autonomy and Foreign Grassroots Self-Governance
8. Perfecting the Dynamic Organizations and Mechanism of Villagers Autonomy under the Leadership of the CPC
9. The Villager Committee Election Process, Issues and Responses
10. Improving the Democratic Decision-making, Democratic Management and Democratic Supervision System.

 How to participate
All researchers interested in participating in the conference should submit an abstract of a paper related to one of the ten topics of the conference which they intend to present. Multiple entries for different topics are permitted. Furthermore, applicants are requested to include a five-line self-introduction and a list of their previous publications.

The final date for receipt of abstracts is 30 November 2006.
Because only a limited number of international guests can be invited, around 40, an evaluation committee will select the international conference participants on the basis of the submitted abstracts. Upon notification of acceptance of the abstract, the invited participants will be requested to send their contributions in full to the a.m. email address. The final date for receipt of papers is 1 December 2007.
