Led by Shi, a rescue team arrived at the Vocational High School of Yushu Prefecture to help students. Shi saved a student from a collapsed building and later found out that he was the first person to save a life during the rescue and relief operations.
Under the leadership of Shi, the Yushu-based division of the Armed Police Corps of Qinghai province was the first military unit to reach the earthquake-hit area. In addition, the division bears the heaviest work burden and has saved the most victims.

Shi has won a second-class merit citation and six third-class merit citations since his entry into the army 27 years ago. He was chosen as an excellent CPC member or an excellent military officer five times. The division was endorsed as an advanced military unit for five consecutive years after Shi was appointed the director of the division. In July 2009, the division was endorsed as an outstanding military unit by the headquarters of the Armed Police Troops of China.
