杭州“包干用车”是一种倒退

各大报章有一条醒目的消息：杭州准备在局级领导干部中探索一个车改新模式——“包干用车”，本人不领车贴，所有公务用车由公车服务中心提供。

我觉得这是一种倒退。“杭州之变”说明这样几点：

 

——既然“包干用车”了，就相当于是局级干部的“准公车”了。杭州车改官员强调：“这不是原有公车使用制度的恢复，而是全新的公务用车方式。”一方面，“包干用车”不包括上下班，严格限定在公务活动范围内；另一方面，单位不配车，用车由公务服务中心提供，车辆不固定，而且用车情况都有记录，便于监督。

既然“包干用车”了，不私用是不可能的。怎么可能365天天天都可以自觉遵守呢？只要给钱，司机就可以出车。何况这钱是由本人出还是单位出，就更难说了。

杭州车改后，200多辆公车全部封存，部分向社会公开拍卖，剩余车辆作为工作车，统一归新设立的机关公务用车服务中心管理，接受来自机关单位的公务用车预约。可以预见，杭州市政府又要买进一批新车了。因为原来的旧车已经卖掉了。这是很多地方车改失败的结局——花更多的钱，招更多的骂。

——说明车改的第一年是一个阵痛反复期。能渡过一年、坚持一年，车改才有成功的希望。车改有一个“一年之痒”的问题。渡过一年，就习惯了。

——人人都有趋利性，钱拿进钱包里，就不舍得再拿出来的。由于服务中心的车是好车，计价方式完全市场化就肯定贵，有的人通常不叫服务中心的车，而“打车不方便。”如某局刘局长告诉记者，一天上午，他到市里参加一个会议，在路边站了半小时都没有打到出租车。“我觉得有辆相对固定用车，用于公务还是有必要的。”可是这位刘局长应该想到，有的老百姓连出租车都坐不起。

其实，这个问题很好解决，电话预定出租车辆。杭州应该可以解决这个低级问题。

——说明车改“双轨制”的重要性。车改“一刀切”是增加了车改的难度。如果当时有两种方案：一是发2600到300的车贴，公车收归服务中心；二是继续用专车，但适当加以限制。由官员任选，也许就不会出现这种倒退。

——车改确实难哪！我们的干部一点都不想受委屈。越舒坦越好。自1993年广东省率先开始车改试点以来，至今全国已有20多个省、4个中央国家机关进行了公车改革试点。在这一过程中，尽管各地频频发出严禁领导干部公车私用的规定、处罚条例，但仍未达到预期效果。杭州又出现了“包干用车”。看来，车改是“16年之痛”。至少16年前就下决心要改了，现在还是改不了。

——为了节约而车改，是最崇高的目的。杭州第一批21个市级机关取消专车，按9档发放车贴（最低每月300元，局级干部2600元），此次车改涉及1800多名机关干部、208名驾驶员、227辆公车。3个月来，21家试点机关单位用车补贴比车改前公车开支下降了32%。既然节约了，就应该坚持下去。
