丁东：中国大学令人担忧的逆向淘汰

　　大学校长对一所大学命运的重要性，怎样估计都不过分。有蔡元培主掌北大，方有北京大学的新生和新文化运动的兴起；有竺可桢主掌浙大，浙江大学便有了“东方剑桥”的美誉。梅贻琦之于清华大学，张伯苓之于南开大学，司徒雷登之于燕京大学，吴玉章之于中国人民大学，江隆基之于兰州大学，正面的例子还可以举出很多。

　　直到20世纪80年代，还可以举出武汉大学校长刘道玉、华中工学院院长朱九思、南京大学校长匡亚明、中国政法大学校长江平。然而，那些无愧为“教育家”称号的大学校长，如今一个个都成了远去的背景，就连受到公众好评的中国科技大学校长朱清时也退了。相反，现有校长的行列里，却出现了一些面目可疑的身影。

　　从辽宁大学副校长陆杰荣、西南大学副校长黄庆，到广州中医药大学校长徐志伟，再到广州体育学院院长许永刚，他们接连卷入论文抄袭事件，尤其是后两位，担任的是一校正职，涉嫌抄袭的又都是在职攻读学位的博士论文。对此，社会舆论痛感中国高校陷入空前严重的信誉危机。有毕业生和家长甚至提出，由这样的校长签署的毕业文凭，是不是拿得出手？

　　对此，有关领导部门似乎还没意识到挽回信誉的紧迫性。相反，遵义医药高等专科学校校长邓飞，主持该校学术委员会评审副校长申惠鹏正高职称，发现其有学术造假行为，使其未能通过答辩。一个多星期后，邓飞被迅速调离。两相比较，李鬼冒充李逵尚未受罚，李逵捉拿李鬼反而不合时宜，这岂不是构成了一种逆向淘汰机制？个别学风不端者占据大学校长的高位，在任何时代任何国度都难以避免。可怕的是缺少一个激浊扬清的机制，不能让缺乏学术信誉者交出手中的权力，由正派的教育家及时取而代之。

　　我国目前公立大学的校长实行委任制，选拔的过程，基本上是内部运作，学校的教职员工缺少发言的机会，对胜任者缺少举荐的渠道，对渎职者亦无公开弹劾的程序。在网络上对校长的不端行为提出批评，往往要冒很大风险，更不必说传统媒体。在这种体制下，一些校长为了保住权力，想到的只是对上级委任者负责。珍视学术信誉，爱惜社会声望的心理动力，一般而言是谈不上的。

　　过去的大学校长多是德高望重的社会贤达，现在的一些校长更像亦官亦学的人物。而且，目前还在逆向淘汰的轨道上继续滑行。这种机制不变，投入再多的教育经费，也难以打造出一流大学。现在，一些地方开始尝试党政官员公推直选，那么，在选拔大学校长的过程中，能否增加必要的民主程序，甚至不妨尝试公推直选，以摆脱大学的信誉危机？哪怕先试几所。
