Hindustan Times recently quoted sources from the "India-Asian News Service," which claimed on July 19 that after both China and Nepal had committed to promote Nepal-Tibet border tourism, the Chinese government refused Nepal's proposal of a auto caravan from Nepal to Shanghai Word Expo because the Chinese government was concerned that a caravan passing through Tibet Autonomous Region would trigger a new round of "Tibetan separatist" activity, according to the Global Times on July 23.

Regarding the source, reporters from the Global Times interviewed Surya Silva, secretary of Nepal's Ministry of Commerce and Supply at the Shanghai World Expo, who is also the head official of the executive expert group. Silva said that he was surprised when he heard the report because the government of Nepal and its executive expert group had never proposed a plan to deliver the "flame of peace" via an auto caravan to the Chinese government, not to mention China's refusal.

Silva disclosed that according to the actual plan, representatives from Nepal would arrive at Lumbini by late August to collect the flame through a Buddhist ceremony and deliver it to Nepal's capital of Kathmandu via an auto caravan. Finally, the "flame of peace" would be delivered to Shanghai by airplane.

According to sources, someone from Nepal's executive expert group proposed using an auto caravan to deliver the flame to Shanghai in May 2010, however the proposal was immediately rejected by the expert group because it takes too long. This was not mentioned during the bilateral contacts between China and Nepal and therefore, the so-called "refusal by China" is a completely untruthful report.
