日本是如何扩张“领土"的

 

 
 每次飞行在东京湾上空的时候，总会感觉日本陆地面积逐步在向海洋深处延伸，填海造陆步骤在日本战后始终没有停滞下来，尤其在20世纪六七十年代，日本经济 步入高速发展期，各种工厂的大量涌现，使国土面积狭小的它陷入了困境。于是，日本开始大规模的填海造陆。这些新陆地为日本工业的腾飞，提供了位置优越的建设用地。从1945至1975年，日本政府填海造地11.8万公顷(相当于两个新加坡的面积)。如著名的东京台场和横滨山下公园几乎都是填海而成的。 这是我在空中拍摄到的大阪关西机场，关西机场是日本第二大机场，她完全是靠海填出来的，几乎和陆地是不关联的，曾经去过关西机场，忽然发现轨道列车竟然在海中行驶并到达被海水围住的机场。
 日本人雄心勃勃，决心将列岛周围5公里以内浅海尽量利用起来，再造700个人工岛，扩大国土1.15万平方公里，这相当现有全国工厂和城市住宅区的面积，以解决国土狭小的困难。近期政府正规划中的一个未来都市，将以1万根海底立柱挺起24.8平方公里的大平台，岛上建筑面积可达99.2平方公里，足供 100万人生活和工作之用。
 填海后的日本政府统一进行工业布局，将炼油、石油化工和造船等资源消耗型企业配置于东京湾以南的沿太平洋带状工业地带上，使原料码头与产品码头成为工厂的一部分，减少了中转运输费用，由此促进了这些部门以及造船、机械和建筑等工业部门的飞速发展。
 在过去的100多年中，日本一共从海洋索取了12万平方公里的土地，其沿海城市约有1/3的土地都是通过围填海获取的。围填海导致沿海滩涂湿地变小，物种减少。日本环境省曾经公布的调查数字显示，自1945年到1978年，日本全国各地的沿海滩涂减少了约390平方公里，后来每年仍然以约20平方公里的速度消失。由于滩涂湿地变小，日本海岸线上的生物多样性迅速下降，很多靠近陆地的水域里已经没有了生物活动。
 这是空中拍摄到东京湾一突堤正在向外海延伸，游客们正在进行垂钓，但由于过度的填海造陆，已经严重改变了潮滩上产卵、洄游、生育的海洋经济生物种类，大两的珍贵鱼种已开始减少或消亡，同时也影响到本地湿地鸟类以及那些迁移路径包含海滩湿地的国际候鸟的生存和繁殖。
