公车采购量为什么越来越大？

黄金周在家，基本上是看看报纸、材料，陪老婆跑跑装饰市场。

 

看到一个公务车采购量快速增长的数字，有点看不懂。

乘用汽车已成为我国政府采购中订单最大、增长最快的采购项目之一。汽车采购规模要占全部政府采购大约四分之一的比例。根据中国机械工业联合会的统计，汽车在政府采购物品中始终占据前三位。

我们来理一理有关公车采购的数字：

在整个“八五”期间，５年购买公车的总额只有720亿元，年递增27%，大大超过GDP增长速度。

2001年，全国政府公务用车采购数量为40322辆，金额为70亿。

2002年，为60204辆，金额为105.7亿元。

2003年，这一数字飙升至350亿元。

2004年，我国政府采购规模达2200亿元，其中汽车采购额就高达500亿元。

2005年，增加到600亿元。

2006年，政府用于公车采购的财政支出达到700亿元。

2008年，涨至800亿元。

2009年，中国公车采购规模有望达到60万辆，按照每辆18万计算，预计接近或者达到1000亿元。

 

这里有两点看不懂：

——为什么越谈车改，买车越多？

——为什么汽车价格下跌，买的金额越高？

最可怕的是，在公车增加的同时，老旧公车不能得到及时处理，养的费用不断升高。
