梅广：交通法规不敌兰州老人一块砖头

　　7月9日晚，一位老人站在兰州街头的一条斑马线上，手拿砖块，砸向闯红灯的违章车辆。老人称，他此举是为了教训违章司机。（7月9日《兰州晨报》）

　　见过“拍砖”的，没见过真拿砖头去拍汽车的。有网友戏言，该授予这位老人“砖家”称号。

　　当然，老人“以暴制暴”行为涉嫌违法，砖头砸车这一招有些“损”，但其效果显然要好过交警执法，至少，那些有过亲身经历或风闻此事的司机，无论如何也不敢再在这个地方“以身试砖”。假若城市的每一条斑马线上都站着这样一位老人，其结果又会如何呢？

　　在城市的红绿灯下，其实并不乏这样的“老人”，不同的是，他们手里拿的不是砖头，而是法律。在治理交通违章方面，我国已颁布有多部专门的法律法规，每天，也都有交警、协警、协管、“电子眼”等无数双眼睛在紧盯着城市的路面，可为什么交通违章始终没有得到有效遏制？究其因，是一些执法人员有法不依，执法不严，给违章行为人留下太多的“自由空间”。那些真正在马路上趾高气扬不可一世的“霸王车”，除少数“富二代”外，要么是某些机关的“特权车”，要么是利害部门的“关系车”，再就是交管系统的“自家车”。而这些特殊车辆，在挑战法律权威的同时，也对社会车辆起到了很不好的“榜样”作用。

　　试想，假若每一位执法人员在纠正道路违章时，不是眼里看着车子，心里却在揣摩车上坐的是什么人，而是像兰州的这位老人那样，认车不认人，道路交通乱象又何愁不能得到有效治理？

　　当法律不能有效约束交通违章时，当执法人员在特权车面前形同“稻草人”时，当群众对道路执法感到失望、用“砖头执法”来表示对违章车辆的愤慨时，有关方面是不是也要认真反思一下：为什么刚性的法律，却往往还不如老百姓手中的一块砖头？
