In his interview with our reporter, Xidian University publicity department head Qiang Jianguo broke into tears several times.  He said that he is a just a small person with parents and children, and he did not want to become a news celebrity.  Qiang Jianguo repeated said sorry during the interview.
On December 18, China National radio braodcast a segment on "The Credit Card Gate" over at the Xidian University and pushed the university's publicity deparment head Qiang Jianguo into the national limelight.  Qiang's statements such as "I want to take over the Tianya Forum" and "I want to do something today that will shock the naton" became nationally known overnight.
Over the past few days, the office phone of Qiang Jianguo has been ringing non-stop, with the telephone numbers being mostly from outside the province or even overseas.  Qiang is not picking up the telephone.  He emphasized that although he felt misunderstood, he has no intention to explain or debate.
In July this year, the Xidian University Financial Affairs Department arranged with the China Industrial Bank to get credit cards for more than 11,000 students without informing them.  This became known as "Credit Card Gate."  Xidian University has apologized to its student body and destroyed all the cards that have not yet been issued.
Q: Is there a lot of pressure to become a news celebrity all of a sudden?
A: I am just an ordinary person, a small person who wants to lead a tranquil life.
Q: Why did you say that you want to take over the Tianya Forum and do something to shock the nation?
A: On that day, we have already drafted the letter that explains the credit card matter and apologizes to the students.  The so-called takeover of Tianya is just an issue of posting the letter at Tianya and use the Internet to inform society.  As for shocking the nation, I misspoke carelessly.
Q: The reporter Yang Chao walked out of your office and you pulled back in.  What was that about?
A: She wanted to leave and I asked to wait because I want to give her my reasons.  But she wouldn't listen to what I say and insisted on leaving.  After she covered a certain distance, I told her, "If you keep doing this, I am going to ask the security office to detain you."  I tugged at her bag lightly and she went back into the office with me.
Q: Did you realize at the time that your action and speech may be inappropriate?
A: Before Yang Chao left, I told her that I was willing to sincerely apologize for inappropriate action and speech before.  But she did not say anything.  I called a reporter at the Shaanxi bureau of China National Radio and asked him to say sorry to Yang Chao on my behalf.  Here, I am willing to say sorry to Yang Chao once more.  I mean to say sorry and it is not an apology.

强建周表示愿意为“言语不当”道歉

本报讯 在与记者的对话过程中，西安电子科大宣传部长强建周几次流下泪来。他说自己是个小人物，上有老下有小，却无意间成为了新闻人物，强建周再次表示歉意。
18日，中央人民广播电台一则关于“卡门事件”的报道播出后，西安电子科大（下称“西电”）宣传部部长强建周立刻被推上风口浪尖，“要占领天涯”，“我今天要做一个轰动全国的事情。”这些话一夜之间传遍全国。
这几天，强建周办公室电话铃声不断。先仔细看看来电显示，如果是省外乃至国外的号码，他一般不会接。他一再强调，虽然觉得有点冤，但不想解释，不想辩驳。

万余学生莫名被办信用卡
今年7月份，西电科大财务处在未经学生同意的情况下，配合工行为11000余名学生集体办理了“中国工商银行牡丹运动圆梦学生卡”。虽然银行方面先后4次到学校宣传、发卡，但实际上只发出34张，其他万余名学生大都不知道自己被办理了信用卡。该事件曝光后，被网友称为“卡门事件”。西电科大就此事向全体同学致歉，并将未发放的一万余张信用卡全部注销。

强建周称，所谓占领天涯是把道歉信发到天涯上
南都：突然成为一个新闻人物，压力大吗？
强建周：我是个普通人，小人物，只想过平静的生活。
南都：为什么说要占领天涯，要做轰动全国的事？
强建周：那天，我们已经在起草信用卡一事的情况说明及道歉信。所谓的占领天涯，其实就是把这封信发到天涯上去，通过网络告知全社会。至于说要做轰动全国的事，那是我不谨慎，言多必有失。
南都：杨超走出办公室又被你拉回来是怎么回事？
强建周：后来她要走，我让她等一下，想讲讲我的大道理。但她不听我讲，强行要走。她从我办公室走出一段距离后，我就说，你如果再这样，我叫保卫处扣留你。我轻轻拉了下她的包，她又跟我回到了办公室。
南都：你当时是否意识到自己的言行有不妥？
强建周：杨超临走前，我跟她说，刚才的言行有不合适之处，愿意真诚地向她道歉，但她没吭声。我又打电话给中央人民广播电台驻陕西站的一名记者，让他帮忙向杨超转达歉意。现在，我愿意再次向杨超表示歉意，是歉意，而不是道歉。

On December 8,a post, supposedly written by a student of Xi'an's Xidian University appeared on a forum website, saying that his identity was used to open a credit card account without his knowledge. The author suspected that the university was responsible and urged other students to check their accounts. The post was followed by confirmation that many students at Xidian University also have credit cards under their names that they did not apply for.
The university administration later admitted using the personal information of over 10,000 students to register credit cards at the local branch of the Industry and Commerce Bank. In an explanation issued to the students, the university said that because that the bank had given the university financial help to fund its "leap development", the university, which felt indebted to the bank, decided to give the bank the students' personal information.
In an interview with China National Radio (CNR), a university official said, "Without money, how could we build our new campus? ... we asked for their help when we were in a difficult situation, now they need our help. Mutual benefit is the foundation of a good relationship, you students should understand it."
When the CNR reporter asked if the university had any regulations to protect students' personal information from being revealed without their consent, Qiang Jianzhou, vice professor and head of the university publicity department, responded: "...we will take over Tianya, and all the sources that you get your information from"
Qiang refused to let the reporter go when she asked to leave, threatening to call the security guard to keep her in custody. The whole process was recorded and broadcast by the radio station. In the audio recording, Qiang says that "I am going to do something that will shock the entire country."
In a later interview, Qiang broke into tears, saying that he didn't mean to detain the reporter, and in reality, he just "tugged at her bag lightly and she went back into the office with me." As to his statement about taking over Tianya, Qiang explained that what he meant was to publish his explanation on Tianya.
Now a celebrity, Qiang said he has been harassed by nonstop phone calls from all around the world.
