朱敬一生于台湾，于美国密歇根大学获取经济学博士，获颁中央研究院院士资格，现任中华经济研究院董事长。作为一位经济学者，其应用经济理论针砭时事、建议政策的风骨可说为一位公共知识分子的典型。

2008年8月之后，台湾和全球市场一样，遭受雷曼兄弟引发的金融风暴冲击，与此同时，朱敬一教授应《中国时报》之邀，开始在《中国时报》上以《安得广厦千万间》为标题，开设财经专栏，随后专栏名称在2009年开始，改以《掌握财经关键》为题。除了《中国时报》外，2009年2月开始，朱敬一教授也应《联合报》之邀，每两周一次，撰写《名人堂》专栏。

两份专栏内容囊阔各方学术理论，基本上以经济理论为分析基础，应用范围广及社会现象、政治问题、绿色能源等议题；在针对国际金融局势与国内政策做出精辟且具创意的评述外，朱教授也特别介绍2008年、2009年诺贝尔经济学奖得主，以清晰易懂的口吻向读者介绍深奥的经济学理，也让台湾民众对于国际经济学术的发展和重要学者，有所认识。

在撰写报纸专栏时，朱教授引经据典的对象从杜甫到凯因斯，分析的范围则可以从台湾哈雷机车到政治几何学，由此可见其学识之渊博。

对于台湾的教育，朱敬一认为其有许多问题。其最近参与了台湾教育改革的“七一二我要十二年国教大游行”^[1]

台湾在陈水扁主政的时代，曾有两次大规模的金融体制改革，在第二次的金融改革中，朱敬一反对其改革方针，尤其质疑开发金控并购金鼎证券的过程。^{[2] [3]}

其认为台湾基础教育过于死板，尤其是公民教育的教材不够灵活，以致学生无法透过学校的学习培养公民素养。然而有人认为其只点出问题但不着手改革，如同无的放矢，“希望身居政学要津又不乏机会可插手教改事业的学术菁英，必须记取自己过去的教改经验，能知道教育的真正问题，以及担负起改革者应有的责任伦理。”^[16]

朱敬一对通识教育的落实十分重视，认为台湾教育过早分流，应效法美国大一、大二学生不分科系的制度。通识教育在学生视为营养学分、教授亦不重视的情形下，使大学实施通识教育课程流于形式。朱敬一对此召集了2008年全台七所顶尖大学通识教育评鉴，弥补科学潮流下专业太窄的弊病，致力扩大现今考试制度下过早分类组的学生们知识与关怀的广度。^[17]

朱敬一自2007年开始连续三年分别至北、中、南的高中上一学期的社会科学课，是第一位走进高中校园，用深入浅出的方式，引导刚从国中毕业的学子走入人文与社会科学世界的中研院院士。 ^[18]
