Villagers score the village party secretary

Guangyuan city drew on the appraisal management experience of the leading groups and leading cadres at the county level. The city explored and established the evaluation system on village-level leading groups and cadres. The main purpose is to optimize village-level cadre groups, let the leading groups get onto the regular, standardized and institutionalized track.
"The mass can evaluate their performance. The evaluation must conform to public opinion," said Luo Qiang, Guangyuan City Party Committee Secretary.
The village (community) party branches and the party branch secretaries given satisfactory ratings by the mass evaluation will be awarded by the municipal, county party committees. Many village officials said that such incentives system will make them feel more pressure, but will further arouse their enthusiasm.

The deputies of the residence, the village (community) cadres and township cadres will make three evaluations.
"It really fulfills the people's right of knowledge, participation, expression, and supervision, so only these elected cadres can stand firm and stay long," said Gaoshan, minister of the Organization Department of Guangyuan City.
