Detailed discription:
The user selects one message to view, click "Save..." button on left corner on
message UI, the saved document cannot be opened.
Preconditions:
1. CAD Server is available.
2. CAD Client is launched.
3. Detailed login the CAD Client with the following user
information:
Agency: LAPD
User Name or ID: Alex
Password: 1234ABcd
Role: DCAdmin
Agencies: DC
All Routes and Areas checked.
4. There is one message in inbox.

Steps to Reproduce:
1. Enter "messaging" in command line and press "enter" key.
2. Click "In" tab and select the message to view.
3. Click "Save..." button on left corner of message UI.
4. Select desktop and click save button on poping up save as window.
Expected Result:
1. The message is opend successfully and content is consistent with UI.
Actual Result:
1. The document cannot be opened successfully.
