China levies the second hardest taxes in the world, with its Tax Misery Index as high as 159, second only to France, according to the Forbes Tax Misery Index 2009 published recently.

Personal income tax and quality of life between China and the US:

1. Unemployment: In the US, an unemployed can receive USD 1000 compensation per month, which is enough for rental and daily expense; in China, one can get RMB 400.

2. Car and house purchasing: In the US, government subsidizes those who buy cars and houses; in China, one has to pay for that.

3. Quality of life: In the US, after paying taxes, Americans drive freely in highway and the annual fee of automobile is no more than 100 dollars, you can get a driving license by paying only 12 dollars, children receive free education before they go to college. In China, wage-earning classes cannot even buy a house in their lifetime.


Let’s count how much taxes we have to pay in our lifetime by taking an example of a wage-earning class with a monthly salary of RMB 3000.


Personal Income tax: at least RMB60000;

Car and house purchasing tax: at least RMB60000 for only one set of house and one car;

Other invisible taxes: more than RMB 30000

Total Volume: >RMB150000

The Misery score is the sum of the taxes shown in the colored bars, at the highest marginal percentage in each locale. It's our best proxy for evaluating whether policy attracts or repels capital and talent. The countries at the top of the chart impose the harshest taxes while those at the bottom are the most tax friendly. The Reform column reflects a reduction in misery (a negative number highlighted in red) or an increase in misery in the past year. In most of the world local governments are usually funded from property taxes, which aren't part of the Misery Index.



The relevant authorities, however, challenge the list that would mislead the general public by confusing the tax misery index and the actual tax burden. They think China's high tax rate cannot be interpreted as high tax burden imposed upon the Chinese people.
