Export Declaration

所谓的EXPORT DECLARATION 出口申明一般用中国海关出具出口报关单代替，但是问题是由于报关程序的特殊性和复杂性，公司往往在报关后1－2个月才能取得报关单正本的影印件，而货物往往20-30天左右就可到达进口国所在港口，由此造成出口方大量的滞港费，损失很大。

另外海关签署的“中华人民共和国海关出口货物报关单”共三联，分别交海关、税务部门、外管局，一般作为有效报关单影印件，应该有当地贸促会做国际商事证明，即对报关单的影印件认证，具体申请需要提供：
　　1、 单位介绍信或委托函；申请函；
　　2、 填写“代办领事认证申请表”和“办理涉外经贸文件证明申请表”；
　　3、贸促会核对报关单原件，并备注在申请表上，如果企业提供不了原件或报关单模糊不清，则需公司提供原件与影印件一致的保函；
　　4、单独认证报关单时，还需要提供报关单所对应的发票或销售合同或提单等佐证材料。

如果外商没有一定要求中国海关出具“出口声明”，那么出口企业可以：

　　（１）企业以自己的名义和自己的抬头自行出具出口声明，交由当地的贸促会进行国际商事认证。

　　（２）企业向外商直接索要进口国海关的固定格式“EXPORT DECLARATION FORM”，企业按照格式要求填制盖章，交由当地的贸促会进行国际商事认证。

　　（３）如果外商规定EXPORT DECLARATION FORM WHICH MEANS，A DOCUMENT ISSUED BY CHINA CUSTOM SHOWING THAT THESE GOODS WERE EXPORT FORM，经与海关咨询，可以到海关出具“中华人民共和国海关出口货物证明书”，再有出口企业当地的贸促会对此证明书的影印件进行国际商事认证。

特别注意：特别注意：
　　1、报关单认证绝对不能认证公司的报关专用章属实，未经我国海关加盖验讫章的，应视为无效报关单，贸促会不予认证。
　　2、保税区货物出境时，如果需要认证，那么贸促会可对保税区海关出具的“中华人民共和国海关保税区出境货物备案清单”的影印件进行认证。  范本：   EXPORT DECLARATION
