"You must figure out who you are for, who you depend on, and who the development achievements will benefit. If the answer of all the three questions, you can do whatever you want to do." This is the thought of Lv Tingxiang, the national labor model and the secretary of party committee of Dongliushangu Village, Linxi County, Hebei province regarding scientific development.
30 years ago, Lv Tingxiang began to initiate collective enterprises as soon as he was appointed as director of village committee. He was devoted to changing the single planting mode and encouraging development of individual enterprises in the village. The village first founded an enterprise -Dongliushangu Industrial Corporation- among all villages in the county.
Through several decades' effort, the fixed asset value of Dongliushangu Village increases to 130 million yuan from less than 200 thousand yuan in 1986.
Once the village became rich, Lv Tingxiang began to improve the basic agricultural conditions and increase the benefits of planting. In the past 10 years, Dongliushangu village invested nearly 30 million yuan collectively for drilling wells, electricity instillation, installing water supply pipelines, purchasing cultivation machines, replacing trees and fruits and introducing new technologies. In addition, the village repaired 4 streets and 22 bystreets and installed lighting in all streets and lanes with the investment of 4 million yuan.
"Never leave anyone behind on the road to an affluent life". Lv Tingxiang grasped all chances to help every household find their means of making money. For some villagers with poor conditions or weak abilities, the village gives them material and economic assistance or jobs so that they can have a source of income. Over 10 disabled residents in the village have appropriate jobs. Even the poorest household in the village has an annual income per capita of over 4,000 yuan, higher than annual incomes per capita of the county.
Boosted by Lv Tingxiang, Dongliugushan Village first carried out the system of officials for the village committee being selected by villagers directly in Linxi County and first openly selected members of Party branch using the method of "two recommendations and one selection". These measures have been carried out for over 10 years.
A brand new blueprint featuring "industrialized rural areas, knowledge-based farmers, modernized life, improved habitat, environment and harmonious villages" has been formed in Lv Tingxiang's mind. Leading the villagers of Dongliushangu Village, Lv is going ahead on the road of scientific development.
