US Backs India Seat On U.N. Council

国总统奥巴马(Barack Obama)在向印度议会发表演讲时,首次公开支持印度成为联合国安理会常任理事国。
President Barack Obama, in a speech to the Indian Parliament, for the first time publicly backed India's inclusion as a permanent member in the United Nations Security Council.
奥巴马说,美国所寻求的公正和可持续的国际秩序包括一个有效率、有实效、可信而合法的联合国。他说,正因为如此我今天可以说,我期待联合国安理会在未来几年中能够进行改革,而改革的成果之一是印度成为常任理事国。
'The just and sustainable international order that America seeks includes a United Nations that is efficient, effective, credible and legitimate,' Mr. Obama said. 'That is why I can say today -- in the years ahead, I look forward to a reformed U.N. Security Council that includes India as a permanent member.'

The gesture toward India was long-sought by New Delhi and greeted warmly by the Indian Parliament during the speech. Deputy National Security Adviser Ben Rhodes said the move was meant to formalize India's rise as a world and regional power, and Mr. Obama said repeatedly here that he viewed India not as 'a rising power' but a power that has already risen.
彼得森国际经济研究所(Peterson Institute for International Economics)的高级研究员萨巴拉马尼安(Arvin Subramanian)说,通过这番表态,奥巴马已使印度在任何有关安理会改革的谈判中都成为不可或缺的角色。
Arvin Subramanian, a senior fellow at the Peterson Institute for International Economics, said that by laying down the marker, Mr. Obama had put India in any talks about a new council.
但美国负责政治事务的副国务卿伯恩思(William Burns)则不愿就美国是否支持给予印度联合国安理会的否决权一事表态。他说华盛顿没有制定任何有关安理会改革的实际计划,他还说奥巴马政府并没有放弃要求给予日本联合国安理会常任理事国资格的一贯立场。
But William Burns, undersecretary of state for political affairs, wouldn't say whether the U.S. backed veto power for India. He said Washington hasn't laid out any actual plan for a reformed Security Council, and that it would take 'significant' time to work it out. He also said the administration wasn't backing away from Washington's longstanding call for a Japanese permanent seat.
巴基斯坦外交部批评了奥巴马的这一声明,说美国应该具有道德观,不应使强权政治的临时性私利和紧急需要成为自己的政策基础。
Pakistan's Foreign Ministry criticized Mr. Obama's statement and said the U.S. should 'take a moral view and not base itself on any temporary expediency or exigencies of power politics.''

China has long opposed a permanent seat for India on the council. Liu Yutang, spokesman for the Chinese mission to the U.N., said the mission 'was still reading the news' and that Beijing would issue a statement.
