China's cabinet urges thorough implementation of gov't work report
China's State Council, the Cabinet, Wednesday called for thorough implementation of this year's government work report, which was adopted on March 14 at the annual national legislature session.
The State Council specified the responsibility of each of its subordinate bodies in implementing major tasks set in the report, according to a statement released after an executive meeting chaired by Premier Wen Jiabao.
Wen delivered the report on March 5 at the Third Session of the 11th National People's Congress (NPC).
Government organs should perform their duties, draw up and execute their implementation plans and coordinate with each other, the statement said.
It called for enhanced inspection and improvements in an accountability mechanism and ordered "severe punishment" for those who were found in dereliction of duty or inefficiently conducting their work.
Government organs should implement the plans by conducting research at the grassroots to avoid bureaucracy, it said.
Participants also discussed at the meeting measures to promote development of the energy-saving service industry, according to the statement.
The government would encourage professional energy-saving service providers to sign contracts with energy-using companies or public institutions to help the latter to improve energy efficiency, it said.
The government would also work out favorable policies to promote new energy-saving technologies and products, it said.

The decision of the Party's Fourth Plenary Session of the 17th CPC Central Committee explicitly proposed that a high-quality grassroots party organization leader team should be built. In recent years, in the process of building a moderately prosperous society in all aspects, Xiangshui County, Jiangsu province actively carried out the building of a secretary team of the rural party organizations and promoted the rapid development of rural economy and society.
Expanding the sources and optimizing the structure, whether the rural area is rich or not, depends on the party branch. Whether the party branch is strong or not depends on the leaders. Selecting a good village Party secretary is the key for rural development and enables farmers to get rich. Xiangshui County makes scientific criteria for selection, encourages competition in the general election of village party organization and broaden the selection perspective. Meanwhile, the county selects the carders with strong abilities, broad minds and more experience from outstanding college graduate village officials, county authorities and institutions, and optimizes the structure of the rural Party secretary team.
Education and training is the basic approach to improve the quality and capacity of party members and cadres. Xiangshui County takes various measures to strengthen the education and training of the village party secretary. They have established training bases for rural modernization development in Huaxi Village of Wuxi City, set up the Research and Practice Base in cooperation with the Suzhou University, studied development concepts from advanced regions. They also rely on the local training resources, such as County Farmers Cadre School, party school, vocational secondary schools and party members and cadres’ modern long-distance education network to carry out planting, breeding, processing, marketing and other practical technical trainings.
Leading the people to make a fortune is the important responsibility for rural grassroots party organizations. Xiangshui County carries out a series activities among the village cadres to actively guide and encourage them to initiate agricultural mainstay enterprises and special industrial bases. The county promotes attracting investment, establishing specialized economic cooperatives or associations, and cultivates "party-building for the enrichment of the people" demonstration base. To effectively coordinate the urban and rural party-building resources, 16 organ primary principals are selected to concurrently act as the instructor for model villages.
