姜瑜:各位下午好,记者会开始,现在我愿意回答各位的提问。

  问:美国情报机关发表的《国家情报战略》报告称,一些国家包括俄罗斯、中国、伊朗和朝鲜会对美国的利益造成威胁,这一报告是否会破坏美国与上述国家的关系?

  答:我不知道你是否注意到,昨天我们已经就你提到的报告作出了正式回应。中国始终坚持走和平发展的道路,是维护世界和平与稳定的坚定力量,中国的发展不会对任何国家构成威胁。我们敦促美方摒弃冷战思维和偏见,纠正有关报告中的错误,停止发表误导美国公众、有损中美互信的言论。

  问:你有没有关于中、日、韩三国领导人会晤的最新消息?会期是否已确定?第二个问题,请介绍胡锦涛主席特使戴秉国访问朝鲜的详细情况?我们知道他昨天会见了朝鲜第一副外相姜锡柱,他是否还将会见更高级别的朝方领导人?

  答:我知道大家都很关注中日韩领导人会晤的时间和地点,我希望在得到确定的消息以后再向大家发布。

  关于你的第二个问题,今年是中朝建交60周年,也是“中朝友好年”。戴秉国国务委员访朝期间将就中朝关系以及半岛形势与朝方深入交换意见。有关的访问还在进行中,请大家留意代表团发布的消息。

  问:关于最近在阿克苏被抓获的恐怖团伙,这些团伙是否与境外恐怖组织有关?

  答:我们已经多次说过,“7·5”事件是境内外分裂势力策划和煽动的暴力犯罪事件。中国政府依法维护社会稳定、民族团结和国家统一是正义之举,我们希望国际社会予以理解和支持。有关案件会依法处理。

  你提到的中国警方对阿克苏暴力团伙采取的行动,有关部门已经发布了消息。至于公布什么信息,怎么公布这些信息,有关部门会依法处理。

  问:不久前,日本新首相鸠山由纪夫表示,要建立一个东亚共同体,中方对此持何态度?

  答:建立东亚共同体,促进东亚经济社会全面、协调、可持续发展和持久和平是东亚合作的长远目标,也是东盟和中日韩各方的共识。中方致力于同包括日本在内的东亚各国深化东亚合作,朝着东亚共同体的目标不断迈进。

  问:中方在即将召开的二十国集团金融峰会上将讨论哪些议题?提出什么主张?

  答:在星期二我们举行了专门吹风会,就胡锦涛主席出席联合国系列会议和你提到的匹兹堡第三次金融峰会介绍了情况。我们认为匹兹堡峰会应该在四个方面取得积极的成果:一是继续加强宏观政策协调,推动世界经济复苏;二是按照伦敦峰会制定的时间表,推进国际金融机构治理结构改革,增加新兴市场和发展中国家的发言权和代表性;三是促进共同发展,关注发展中国家特别是最不发达国家的发展问题;四是各方应一致发出强烈反对贸易保护主义的声音,推动多哈回合谈判早日取得全面和平衡的成果。中方在会议上会就实现经济平衡和可持续发展,防范金融危机重演等共同关心的问题与各方深入交换意见。

  我也想顺便告诉你,胡锦涛主席还将出席联合国气候变化峰会、第64届联大的一般性辩论和安理会核不扩散和核裁军峰会。

  问:阿富汗总统大选初步结果显示,卡尔扎伊赢得了过半数的选票。中方对此有何评论?第二个问题,外交部部长助理翟隽将于近期访问非洲五国。你能否介绍一些细节?

  答:我们注意到阿富汗总统大选的初步结果。阿富汗总统大选是阿的内部事务。我们尊重阿富汗人民的选择。作为阿富汗的朋友,我们衷心祝愿阿富汗早日实现国家安定、经济发展、人民安居乐业。

  关于你的第二个问题,为进一步深化中国同南非、莱索托、几内亚比绍、佛得角和毛里塔尼亚等国的友好合作关系,外交部部长助理翟隽将于9月17日至23日对上述五国进行工作访问。访问期间,翟部助将拜会有关国家领导人或外长、与外交部负责人举行会谈,就中国与五国双边关系以及共同关心的国际和地区问题交换意见。

  翟隽部长助理在南非期间,中国和南非外交部将共同举行第二次战略对话。我们期待此次对话达到增进互信、扩大共识、深化合作的目的。 问:委内瑞拉总统查韦斯昨天宣布,委内瑞拉与中国签订了价值160亿美元的石油投资项目协议。你能否介绍一下具体情况?

  答:我不掌握你所说的这个合作项目,建议你向有关公司询问。

  中国同委内瑞拉在平等互利的基础上开展了包括能源在内各领域的友好合作,有关合作是遵循国际规则的。

  问:中方对有关各方将于近日就伊核问题举行的会晤有何期待?如果伊朗发展核武,中方将采取哪些措施?

  答:有关各方近期将就伊核问题举行会晤,我们希望各方保持信心、耐心,抓住当前的有利时机,进一步加大外交努力,尽早重启对话与谈判进程。

  问:鉴于最近发生的美国轮胎特保案和美发表《国家情报战略》报告,你如何评价当前中美关系?你是否认为中美互信受到损害?中美经贸摩擦是否将蔓延至其他领域?

  答:中美之间虽然存在一定的分歧,但也存在着广泛和重要的共同利益。我们愿与美方一道,认真落实两国领导人达成的共识,加强各领域交流、对话与合作,妥善处理两国间的问题,推动中美关系朝着积极合作全面的方向不断发展。

  问:中方在朝鲜半岛核问题上的立场与在伊朗核问题上的立场有何异同?

  答:中国长期以来积极致力于维护世界和平,促进共同发展。我们一贯主张彻底销毁和全面禁止核武器,坚决反对任何形式的核武器扩散,并积极支持和平利用核能的国际合作。我们一贯主张通过对话协商,以和平方式解决有关问题。

  关于朝鲜半岛核问题,通过对话协商实现半岛无核化是中国政府的一贯立场。我们愿与各方共同努力,积极引导形势转圜,推动朝核问题早日重回对话轨道,重启六方会谈进程,切实维护半岛以及东北亚的和平与稳定。

  问:昨天,日本新首相鸠山由纪夫组建了新内阁。中方对此有何评论?对中日关系的未来有何期待?

  答:昨天,温家宝总理和杨洁篪外长已分别向鸠山首相和冈田外相发了贺电。我们希望与日方共同努力,推动中日战略互惠关系在新的历史起点上取得更大发展。

  问:中方是否将邀请外国政要出席国庆60周年庆典?

  答:中方将按以往惯例,邀请驻华使节出席国庆有关活动,不专门邀请外国政要。

On September 17, 2009, Foreign Ministry Spokesperson Jiang Yu held a regular press conference and answered questions on State Councillor Dai Bingguo's visit to the DPRK, Iranian nuclear issue, Afghan presidential election, Assistant Foreign Minister Zhai Jun's visit to Africa and etc.

Jiang Yu: Good afternoon, ladies and gentlemen. Now, the floor is open.

Q: According to the 2009 National Intelligence Strategy Report released by US intelligence, China, Russia, Iran and the DPRK are among countries that challenge US interests. Will this report impair the relations between the US and these countries?

A: You may not take note that we made our official response to the report yesterday. Adhering to peaceful development and as a staunch force safeguarding and promoting world peace and stability, China will not pose a threat to any country in its development. We urge the US to abandon Cold War mentality and prejudices, correct mistakes in the report and stop making remarks that mislead the US public and undermine mutual trust between China and the US.

Q: Could you update us on the China-Japan-ROK Leaders' Meeting? Has the date been fixed? My second question, could you give us more details about the visit paid by special envoy Dai Bingguo of President Hu Jintao to the DPRK? We are aware that he met with DPRK First Vice Foreign Minsiter Kang Sok Chu yesterday, will he meet more DPRK leaders of higher ranks?

A: I understand your interest in the date and venue of the China-Japan-ROK Leaders' Meeting, and relevant information will be released in due course.

On your second question, this year marks the 60th anniversary of China-DPRK diplomatic ties as well as the Year of Friendship between the two countries. During State Councillor Dai Bingguo's visit, he will exchange in-depth views with the DPRK on bilateral relations and the situation on the Peninsula. As the trip is still ongoing, I suggest you follow the information released by the delegation.

Q: Is the terror gang captured in Aksu recently in any connection with overseas terrorist groups?

A: We have elaborated on many occasions that the July 5 incident is a serious crime of violence plotted and instigated by terrorist forces in and outside China. The measures taken by the Chinese Government to safeguard social stability, ethnic solidarity and national unity are completely justified and we hope the international community could understand and support that. Relevant cases will be dealt with according to law.

As to the police raid against the Aksu terror gang, competent authorities have already released information. As to what and how to release, the authorities will comply with relevant laws.

Q: Recently, Japanese new Prime Minister Yukio Hatoyama expressed his desire to establish an East Asian Community. How do you view that?

A: Setting up an East Asia Community and promoting comprehensive, coordinated and sustainable social and economic development of East Asia as well as long-standing peace constitute the long-term goal for East Asia cooperation, which is also the consensus among ASEAN, China, Japan and the ROK. China endeavors to deepen cooperation with East Asian countries including Japan so as to stride forward towards the goal of East Asia Community.

Q: What's on China's agenda at the upcoming G20 Financial Summit?

A: A briefing was held this Tuesday on President Hu Jintao's attendance at the United Nations meetings and the 3rd G20 Financial Summit in Pittsburgh. We believe the Pittsburgh Summit should yield positive results in the following areas. First, continue coordination of macro policies and boost world economic recovery. Second, follow the timetable set at the London Summit, advance structural reform of international financial institutions, expand the say and representation of emerging markets and developing countries. Third, promote common development and put emphasis on the development of developing countries, in particular, the least developed countries. Fourth, all parties should speak in one strong voice against trade protectionism and push for comprehensive and balanced results out of the Doha Round of talks. China will exchange in-depth views with other parties on achieving economic balance and sustainable development, keeping financial crisis at bay and other issues of common interest.

I would like to remind you that President Hu Jintao will also attend the UN Climate Change Summit, General Debate of the 64th Session of the General Assembly and UN Security Council Summit of Nuclear Non-proliferation and Disarmament.

Q: The initial results of the Afghan presidential election show that President Hamid Karzai won over half of the votes. What’s China’s comment? Second question is Assistant Foreign Minister Zhai Jun will visit five African countries. Can you give more details on that?

A: We have noted the initial results of the Afghan election. The election is an internal affair of the country. We respect the choice of the Afghan people. As a friend of Afghanistan, we sincerely wish the country an early realization of national stability and economic development and its people a happy and peaceful life.

As for your second question, in order to further deepen China’s friendly relations and cooperation with South Africa, Lesotho, Guinea-Bissau, Cape Verde and Mauritania, Assistant Foreign Minister Zhai Jun paid a working visit to the five countries from 17 to 23 September. During his visit, Assistant Minister Zhai will meet with leaders or foreign ministers of relevant countries and have talks with officials of their foreign ministries to exchange views on bilateral relations and international and regional issues of common interest.

During Zhai’s visit to South Africa, the two foreign ministries will jointly hold the second round of strategic dialogue. We hope the dialogue will promote mutual trust, expand consensus and deepen cooperation.

Q: Venezuelan President Hugo Chávez yesterday announced that the country signed with China an agreement on a US$16 billion oil investment project. Can you give more details?

A: I am not aware of this project and suggest that you refer to the relevant company.

China and Venezuela have had friendly cooperation across the board including in the energy field on the basis of equality and mutual benefit. Relevant cooperation has been conducted according to international rules.

Q: What’s China’s expectation of the meeting on the Iranian nuclear issue to be held shortly? If Iran develops a nuclear bomb, what measures will China take?

A: Relevant parties will hold a meeting on the Iranian nuclear issue shortly. We hope all parties concerned maintain confidence and patience and grasp current favorable opportunities to step up diplomatic efforts for an early resumption of dialogue and negotiation.

Q: In light of the recent US tariff on Chinese tyre imports and the US National Intelligence Strategy report, how do you comment on the current China-US relations? Do you think China-US mutual trust has been undermined and will the economic frictions spill over to other areas?

A: Despite the differences, the two countries have extensive and important common interest. We are ready to work with the US to earnestly implement the consensus reached by the leaders, step up exchanges, dialogue and cooperation in all fields and properly handle problems between the two countries so as to advance bilateral relations in a positive, cooperative and comprehensive direction.

Q: Can you compare or contrast China’s stances over the Korean Peninsula nuclear issue and the Iranian nuclear issue?

A: China has been long committed to world peace and common development. We stand for thorough destruction and complete prohibition of nuclear weapons and oppose any form of nuclear proliferation. We actively support international cooperation in peaceful use of nuclear energy. We always uphold that relevant issues should be resolved in a peaceful way through dialogue and consultation.

As for the Korean Peninsula nuclear issue, it’s the consistent position of the Chinese Government to realize denuclearization on the Korean Peninsula through dialogue and consultation. We are ready to work with all parties for a turnaround of the situation to get the issue back on the track of dialogue at an early date, resume the Six-Party Talks process and concretely safeguard peace and stability of the Peninsula and Northeast Asia.

Q: Yesterday, the Japanese new Prime Minister Yukio Hatoyama formed a new cabinet. What’s China’s comment on this and expectation of the future of China-Japan relations?

A: Yesterday, Premier Wen Jiabao and Foreign Minister Yang Jiechi sent congratulatory messages to Prime Minister Hatoyama and Foreign Minister Katsuya Okada respectively. We are ready to work with the Japanese side for even greater development of the China-Japan strategic relationship of mutual benefit at a new historical point.

Q: Will China invite foreign political leaders to attend the ceremony of the 60th National Day Anniversary?

A: According to past practices, China will invite foreign diplomats to attend the relevant National Day activities but will not particularly invite foreign political leaders.
