#1 Victoria, B.C.

If you’re looking for the laid-back California lifestyle in Canada, it’s hard to beat Victoria. With unmatched air quality and only 53 freezing days a year, B.C.’s capital is a delight for gardeners and skateboarders alike. Having some of Canada’s best weather means you can walk or bike to work all year. There are plenty of jobs and the wages are decent. But don’t expect to live in paradise on the cheap. Homes here are some of the most expensive in the nation.

#2 Ottawa, Ont.

If economic stability is what you’re after, it’s hard to beat the nation’s capital. Ottawa’s blend of government jobs, high-tech companies and two major universities make it nearly unflappable. Ottawa ranked in the top third in nearly every category we measured. The crime rate is low, household incomes are high, and population growth is ideal. If you don’t mind bundling up to shovel snow, Ottawa is a capital city in every way.

#3 Kingston, Ont.

Kingston had no weaknesses in any category we measured. It placed near the top of our list in terms of access to health care, and it’s easy to get to work by bike or on foot. Though it gets its share of snow, Kingston’s weather ranks in the top third in the nation. Homes are inexpensive, and incomes are high. Add in Kingston’s beautiful waterfront and the nation’s original capital city is an ideal community.

#4 Burlington, Ont.

Searching for a hidden paradise? Try Burlington. This suburban community of 164,000 on the western edge of Lake Ontario combines some of the country’s highest incomes with one of its lowest crime rates. It is an easy commute to two major cities — Hamilton and Toronto — so finding work is easy. Better yet, Burlington’s weather is mild and pleasant (at least by Canadian standards) and Niagara wine country is just a half-hour’s drive away.

#5 Vancouver, B.C.

Vancouver’s mild climate is the envy of many cities in Canada. The home of the 2010 Winter Olympics has only 36 freezing days annually (though it tends to rain a lot). Vancouver also placed close to the top of the list in terms of the number of people walking or biking to work. But you may want to check your bank account before deciding to settle down in this West Coast city. Home prices are among the highest in Canada. Another concern is the crime rate — Vancouver was ranked in the bottom third in the nation in this category.

#6 Moncton, N.B.

Moncton is a city that quietly manages to snag above-average scores in many of our most important categories. It is the 19th-most affordable city for housing and 15th in terms of access to health care. The most populous city in New Brunswick also enjoys one of the most ideal growth rates in the nation. But don’t forget your parka. The thermometer in Moncton drops below zero 178 days a year.

#7 Fredericton , N.B.

Fredericton benefits from two characteristics shared by several of our top 10 cities: government and students. As the capital of New Brunswick, Fredericton is home to many civil servants. And with several universities in town, there’s no shortage of students and professors roaming around. This mix gives the city a nice balance of low unemployment, high incomes and inexpensive housing. Home prices are the 12th-most affordable in the nation, yet average household incomes are among the highest in the Maritimes.

#8 Winnipeg, Man.

Winnipeg’s cold winters are legendary. But it’s also one of the best places in Canada to put down roots. Manitoba’s capital ranked in the top half in almost every category we measured. Unemployment is low, incomes are decent, access to health care is good and there’s very little pollution. And with house prices averaging under $185,000, Winnipeg may be the perfect big city for new homebuyers.

#9 Peterborough, Ont.

Peterborough didn’t finish at the top in any of the categories we measured, but it ranked in the top half in most of them. The city, 125 kilometres northeast of Toronto, enjoys steady population growth, good home prices and decent incomes. For those who like the great outdoors, Peterborough is ideal. The city is minutes away from Ontario cottage country.

#10 Brandon, Man.

With a population of just 48,000, Brandon is the smallest community in our top 10. But it enjoys many attributes that bigger cities have a hard time matching, like stability. As the hub of Manitoba’s agricultural industry, Brandon has the 9th-lowest unemployment rate in the country. Plus, an average home costs under $175,000. Brandon’s only flaws are that it’s household income and discretionary income are below average. But with lots of jobs and cheap homes, quality of life is high.
