公款出国游谁也没有广州海事法院牛

6月10日，广州海事法院就“部分官员出国旅游”一事向媒体作出回应：网上流传的6人12天考察南非等三国，确系“业务学习考察”，“经过严格审批”，“符合国家和广东省有关公务人员出访规范要求”。此外，人均花费8万元属实，“费用未超预算”。(6月11日《扬子晚报》)
这恐怕是一个令很多人意外的“回应”，原以为当事方会因为“心虚”而避重就轻，或者闪烁其辞，顾左右而言他，没想到广州海事法院虽对媒体揭露的事实照单全收，却对指出的问题全盘否定，而且振振有辞，理直气壮，完全是一副坦荡而无辜的姿态。真的很无辜吗？在下结论前，笔者想问三个小问题：
首先，这个所谓的“回应”结论，是由广州海事法院监察室调查得出的，法院的领导带队出国考察，下属的监察室调查其是否违规违纪，这是典型的儿子监督老子，这种调查本身都“违规”，又如何能够令人信服其公正性呢？
其次，对于这起所谓的公款出国考察，也许一切手续都经过了“严格审批”，可他们在实际考察中，严格按审批内容进行了吗？虽然在解释安排参观风光名胜时，当事方费尽心机地斟酌使用了“顺途”、“就近”等一些尽量不刺激人的词汇，但从其罗列的“公事”来看，仅访问了三个地方法院，一个律师协会，全程12天的考察，如果2天用来办“公事”，10天用来“顺途”、“就近”办一些“私事”，那么这次行程姓“公”还是姓“私”，2天和10天，由哪一个决定呢？
再者，关于这次考察的费用，当事方回应，“人均花费8万元属实”，但“费用未超预算”，并且“每年都有这样的预算”。当事人不经意的这一句话，让我们真切地领教了有关部门“不差钱”的境界。目前，广州各大旅行社对这一路线的市场报价，大都在2万元以内，这个已经超了4倍的费用，竟然仍没有超越预算的“佛手”，恐怕很多人都急切地想知道：那个高不可测的“预算”到底是多少？
见过公款出国游，却没见过如此“牛”的公款出国游。希望广州海事法院的上级主管部门，或者同级监察部门出面查清事实真相，给人们一个公正的说法。这是个非同一般的典型案例，一旦让这种披着“合法”外衣的公款出国游蒙混过关，无疑将是一个恶劣的先例，危险的开端。(河南 郭兵)
