SAP must be configured like a jigsaw puzzle - you either buy one already painted and cut, and this is the design/template you must live with, or you can paint your own picture and cut your own pieces.  And again, you must be able to do this - perhaps over diverse organizations with competing goals - and then live it with it for many years.  In short, your business model must be mature and not changing.  And then, you may still have to spend a great deal of time and money to get all those decisions made and everyone to accept that "top down" design.  If it works, and you need this type of control to manage your business, then good for you.  

JDE is like an infinite set of lego blocks that come with "good practice" designs - accelerators - to help you "snap together" a working model quickly.  But you can have any number of different models, any number of variations in those models, and most importantly, you can make or modify those models at any time, before or after you go live, and you can modify over and over again.  If your business is growing, acquiring other companies, or supports multiple, parallel, and diverse business practices - or you simply can not predict the future - then JDE is more likely a better model.

E-Business Suite is similar, but addresses this "agility to change" through technology rather than through the "power user / business analyst" concepts familiar to JDE.
